MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 15TH FEBRUARY 2011 AT LANGFORD & ULTING VILLAGE HALL.
Present: Councillors: Roy Pipe, Kathy Palmer, David Robinson and Andrew Tween.

11/14. Apologies for absence
Apologies for absence were received from Cllr. Leigh Daynes.
11/15. Minutes of the previous meeting
The minutes of 4th January 2011 having been previously circulated were taken as read and agreed. Cllr. Roy Pipe thanked Cllr. Andrew Tween for chairing the meeting in his absence. Minutes to be signed at the next meeting.
11/16. Declarations of Interest
Cllr. Kathy Palmer declared a personal interest relating to agenda item 11/23.
11/17. Matters for information from previous meetings
10/06a) Ditches along Water Co. land - Ditches have been cleared from Ulting Lane to Waterworks bungalows. Councillors were unable to understand the map received from Savills. Cllr. Roy Pipe to speak to Mr. Robottom regarding clearing the ditches in front of his land.
10/11. Broken fingerpost, Ulting - Cllr. Roy Pipe to speak to Tony Martin.
10/82. Langford Boundary Change - Cllr R. Pipe had drafted a letter for residents to sign. He will take this round to those concerned.
10/92b) Priti Patel - Clerk to try again as no response had been received.
10/95. Blackwater Rail Trail - Carried forward.
10/109c) Essex Speed Management Strategy - No response received as yet but advisory 30mph speed limit over the bridge sign has been moved to the gateway. Cllr A. Tween reported that Crouchmans Farm Road, from junction with Ulting Lane to the junction with Bumfords Lane complies with the new Essex Speed Management Strategy guidelines. Clerk to write requesting 30mph speed limit.
10/134b) Newsletter - Has been circulated.
10/139. Ulting Lane green - The clerk was asked to write to the occupants of No. 6 and ask them to reinstate the green which their contractors have damaged.
11/08a) Minerals Development Document, Preferred Approach - Clerk had responded regarding Tyndales Farm. That is, the Parish Council agreed with the non-selection of this site.
1108a) Essex Local Transport Plan consultation - Cllr. Andrew Tween had completed on-line response.
11/18. District Councillor’s report
No report received.
11/19. Public Question Time (limited to 15 minutes if required).
a) Election - Councillors were asked if one Langford member would remain on the Parish Council to provide some continuity. Other options were also discussed.
11/20. Planning Matters
a) Planning applications received.
FUL/MAL/11/00020 - Extend time limit for implementation of approval FUL/MAL/08/00273 (First floor extension over existing ground floor structure). Elmcott, Hatfield Road, Ulting. There were no objections.
b) Planning decisions received.
HOUSE/MAL/10/00972 - Provision of tennis court and tennis court perimeter fencing. The Elms, Hatfield Road, Ulting was approved.
FUL/MAL/10/00981 - Erection of six houses with attendant garages. Land Adjacent to Langford Waterworks, Hatfield Road, Langford was approved. Cllr. Roy Pipe confirmed that the application has not been called in by the Health and Safety Executive.
HOUSE/ MAL/10/01065 - Single storey side extension and internal alterations to accommodate indoor swimming pool. Grove Farm, Ashfield Farm Road, Ulting was approved.
11/21. Correspondence
a) General correspondence to note:
 Maldon District Council Residents’ Survey. See www.engageessex.org.uk. Closing date 28th February. Councillors were asked to complete.
 Councillors’ Guide to Census Day, 27th March, included in folder for circulation..
 Essex County Council (Hoe Mill Bridge, The Causeway, Ulting and Woodham Walter) (3 Tonne Weight Restriction) Order 2011 came into effect 21st January. This was noted.
11/22. Finance
a) The following payments were authorised:- A&J Lighting Solutions £41.04, streetlight maintenance (Jan / Feb); Northumbrian Water Ltd. £50.00, half yearly Coach House rental; Ernest Doe & Sons Ltd. £66.56, mower blades and spray paint; Mrs. J. Clemo £407.50, clerk‘s salary and expenses (Jan / Mar); Mrs. J. Clemo £19.48, photocopying / gift to volunteers at Ulting Lane.
11/23. Langford and Ulting Churchyard Fences and Ulting Churchyard gate
Quotations to replace Ulting Churchyard fence and gate were as follows:

D W Maintenance £5275.00 £3325.00
Mecoy £1480.00 (+ £130 per panel requiring replacement)
Oakwood Fencing Services Ltd £5546.85 + VAT £3081.30 + VAT
It was agreed that councillors would all look at the state of the fence and a decision would be made at the next meeting. Reserves for repairs stand at £1000. It was therefore agreed that repairs to Langford churchyard fence would be postponed as there are insufficient funds to do both this year. Clerk to speak to John Tomlins to find out whether the church would be in a position to contribute towards the cost.
11/24. Annual Report
It was agreed that this would be a worthwhile project for possibly next year. It was suggested that it could be funded through advertising.
11/25. Items from the councillors (NEXT AGENDA ITEMS ONLY)
a) Rural Broadband - Is there anyway that Doe’s surplus bandwidth could be used to improve speeds in Ulting?
