MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 7TH SEPTEMBER 2010 AT LANGFORD & ULTING VILLAGE HALL.

10/102. Apologies for absence

Apologies for absence were received from Cllrs Roy Pipe and Sheila Young.

10/103. Minutes of the previous meeting

The minutes of 6th July 2010 having been previously circulated were taken as read, agreed and signed by the Chairman.

10/104. Declarations of Interest

No interests were declared.

10/105. Matters for information from previous meetings

10/06a) Ditches and surface water, Ulting Lane - David Lancaster, Savills, confirmed that he is getting quotations to clear the ditch from Ulting Lane to the Waterworks bungalows. He also agreed that he would send the clerk a map of the disputed ditch adjacent to the land bought by Mr. Robottom.

10/11. Broken fingerpost, Ulting - Cllr Roy Pipe had contacted Tony Martin who would be willing to cast a new finger. Clerk has notified Highways and will provide his details when he has recovered from a recent operation.

10/80. Community Speed watch - Cllr Andrew Tween to contact Richard Ager.

10/82. Langford Boundary Change - Carried forward to next meeting.

10/90a) EDF Tree Work - Clerk had spoken to Maldon District Council Tree Officer who is trying to contact the owner.

10/90c) Flooding Ulting Lane - Clerk had written to Carter & Ward and Highways but neither had replied.

10/92b) Priti Patel - Clerk had been informed that she is only available on Friday evenings.

10/92f) Braintree District LDF Core Strategy - Comments received will be considered at a meeting being held on 27th September at the Council Offices.

10/95. Blackwater Rail Trail - Clerk had written to Mr. Bunn at The Discovery Centre with regards to the closure of the steps but he had not replied.

10/96. Parish Plan - Councillors discussed future funding including membership of the RCCE.

10/98. Parish Paths Partnership - Nothing to report.

10/99. Website - Annual Report and Newsletter have been added.

10/106. District Councillor’s report

No report received.

10/107. Public Question Time (limited to 15 minutes if required).

a) Nursing Home update - Because the minister decided that a public inquiry was required, Mr. Robottom has decided to withdraw the application. It was agreed that Cllr Andrew Tween would speak to Cllr Roy Pipe regarding backing from Priti Patel for a non-industrial use on this site. Cllr Leigh Daynes to inform Vicky Anfilogoff.

b) It was confirmed that Northumbrian Water Ltd own the roads into the site.

10/108. Planning Matters

a) Planning applications received.

HOUSE/MAL/10/00554 - Two storey rear extension. 6, Ulting Lane, Langford. The Parish Council had objected to this application which due to its height, bulk and scale would cause a loss of light and amenity to the adjoining neighbour.

b) Planning decisions received.

TCA/MAL/10/00523 - Removal of laurel tree. 2, Church Cottages, Witham Road, Langford. Allowed to proceed.

10/109. Correspondence

a) Viking Community Transport - Improvement of access to GP surgeries for Ulting residents without their own transport. Request for assistance in finding those in need. It was agreed that a question should be included in the Village Plan questionnaire. Clerk to notify Viking.

b) Localism Rangers - Form to complete with minor Highways works including vegetation clearing, verge repair, grip cutting, clearing of gullies / pipes, street furniture cleaning etc. Items noted were hedge at Ulting Lane and ditches adjacent to Mr. Robottom‘s land.

c) General correspondence to note:

EALC AGM - 29th September 2010, Foakes Hall, Gt. Dunmow. No one able to attend. Clerk to send apologies.

3 Tonne Weight Restriction Order - Hoe Mill, Ulting. Once order in place, clerk to send copy to Brooks Bros.

Maldon District Council Legal and Monitoring Officer services transferred to Essex County Council, 1st August 2010.

Chelmer Canal Trust AGM - 13th September 2010, The Victoria, Paper Mill Lock, 7pm. No one able to attend. Clerk to send apologies.

Essex Speed Management Strategy document published June 2010. It was noted that the rules have been relaxed and if there are 11 or more properties, church, shops, village hall etc in a minimum length of 350m then a 30mph limit can be requested. Cllr Andrew Tween to check whether Crouchmans Farm Road part of Ulting complies.

Essex County Council Highways Development Management Policies consultation draft. Responses required by 30th August 2010.

Community Money Marketplace - 6th October, Pontlands Park Hotel, 10am - 4pm, £10 admission. No one able to attend.

Changes in Responsibility to Concessionary Travel Passes - Public consultation to 30th September 2010. Clerk to respond as minimum standard would not allow parishioners to make a return journey to either Maldon or Chelmsford.

10/110. Finance

a) Authorisation of payments to:- A&J Lighting Solutions £40.18, streelight maintenance (July / August); A&J Lighting Solutions £47.59, annual streetlight maintenance; Mrs. J. Clemo £5.50, key for Coach House; Mr. A. Robinson £300, grass cutting Ulting Church; Mr. A. Marks £27.61, petrol Ulting Lane; Mr. J. Clemo £267.75, grass cutting Langford Church and ford.

b) Insurance - Councillors’ Group Legal Protection (Standards Committee). To be considered at next meeting.

c) Audit - Clerk had responded to a query regarding the precept figure. Audit is now completed and notices have been posted. A cheque was raised, which will be ratified at the next meeting: Audit Commission £158.63, audit fee.

10/111. Portaloo at Cemex Lake

It was agreed that the clerk would write to Maldon District Council planning department to find out whether planning permission is required.
