MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 19TH OCTOBER 2010 AT LANGFORD & ULTING VILLAGE HALL.
Present: Councillors: Roy Pipe, Leigh Daynes, Kathy Palmer, and Andrew Tween.

10/114. Apologies for absence
Apologies for absence were received from Cllr. David Robinson.
10/115. Minutes of the previous meeting
The minutes of 7th September 2010 having been previously circulated were taken as read, agreed and signed by the Chairman.
10/116. Declarations of Interest
No interests were declared.
10/117. Matters for information from previous meetings
10/06a) Ditches along Water Co. land - Clerk had emailed David Lancaster regarding the promised map of the disputed ditch adjacent to the land bought by Mr. Robottom but had not received a reply. As yet, ditches have not been cleared.
10/11. Broken fingerpost, Ulting - Tony Martin has not recovered sufficiently from his operation.
10/80. Community Speed watch - Nothing to report. Cllr Andrew Tween to contact Richard Ager.
10/82. Langford Boundary Change - Two of the residents have been contacted. Cllr Roy Pipe will write to the other three. Carried forward to next meeting.
10/90a) EDF Tree Work - Clerk had chased Maldon District Council Tree Officer who had not replied. Clerk to chase again.
10/90c) Flooding Ulting Lane - Response received from Carter & Ward stating that they are taking reasonable steps towards clearing the drainage performance of the watercourse in conjunction with the new occupant of Southlands Farm.
10/92b) Priti Patel - Clerk to write and ask whether a Tuesday sometime in the future would be possible.
10/95. Blackwater Rail Trail - Carried forward.
10/107a) Industrial site - Cllr R. Pipe proposed that the Parish Council should write to Maldon District Council as the houses that now have planning permission will be blighted by the permission for the industrial use on the other part of the site. It was agreed that the Parish Council should write and propose that the Council should allow housing development on this side too.
10/109a) Viking Transport - Clerk had written to explain that a question would be asked in the Village Plan questionnaire.
10/109b) Localism Rangers - Clerk requested details of any other work necessary. 10/109c) Essex Speed Management Strategy - Cllr Roy pipe had attended the Local Highways Panel meeting and had queried the positioning of the start of the proposed 30mph speed limit on the west side of the railway bridge. Others present supported the Parish Council view and it was agreed that Essex County Council would look into this. Cllr Andrew Tween to check whether Crouchmans Farm Road part of Ulting complies.
10/111. Portaloo at Cemex Lake - Clerk wrote to Maldon District Council on the 8th September but had not received a reply. Clerk to chase.

10/120. Planning Matters
a) Planning applications received.
None.
b) Planning decisions received.
HOUSE/MAL/10/00554 - Two storey rear extension. 6, Ulting Lane, Langford. Planning permission was refused. The scale, height, depth and position hard up against the common boundary, would have an unacceptable overbearing and overshadowing impact upon the living conditions of the neighbouring residents.
10/121. Correspondence
a) Highways Localism Programme - Cllr Roy Pipe had attended the Local Highways Panel meeting. The councillors present at the meeting felt that they did not have sufficient information to be able to prioritise the works requested. Works affecting Langford & Ulting have the following priorities: 30mph speed limit Maldon Road/Hatfield Road, Langford (Priority 2); 18t weight limit Witham Road, Langford (Priority 2); Close lay by, Hatfield Road, Ulting (Priority 4).
b) General correspondence to note:
 Notification of Publication of Braintree District Council Core Strategy Submission Draft. See www. braintree.gov.uk/ldf.htm. Comments to be submitted by 19th November. Cllr Andrew Tween to peruse and provide any comments to the clerk before 19th November.
 Notification of Publication of Essex County Council Waste Development Document: Issues and Options. Comments to be submitted by 2nd December. Cllr Roy Pipe to peruse and provide any comments to the clerk before 2nd December.
 Flood Management in Essex - Request from Essex County Council for historical flooding information. It was agreed that this item would be included on the agenda for the next meeting in case councillors could think of any additional areas that have flooded in the past.
 Land Registry - Clerk confirmed that both the Village Hall and Ulting Lane green are already registered. Clerk to write to Land Registry.
 SLCC membership - It was agreed that the SLCC provided valuable training and networking opportunities.
10/122. Finance
a) Authorisation of payments to:- A&J Lighting Solutions £40.18, streetlighting maintenance Sept / Oct; Mrs. J. Clemo £407.50, clerk‘s salary and expenses Jul / Sept; RCCE £35.00, annual subscription.
b) Cheque no.100694 raised at the previous meeting was ratified: Audit Commission £158.63, Annual audit 2009/10.
c) Receipt of £400.00 from Making the Links funding to assist with the start-up and consultation phase of the Parish Plan for Langford & Ulting was noted.
d) Insurance - To consider the broker’s recommendation that Parish Councils take cover for Councillors’ Group Legal Protection (Standards Committee). It was agreed that this was not required.
e) Councillors to consider membership of RCCE at a cost of £35. This was agreed.
f) Councillors to consider membership of RCCE’s Community Led Planning Network at a cost of £35. Cllr Andrew Tween to contact RCCE and check that this payment is in addition to membership of the RCCE.
10/123. Wild Swimming
Councillors had raised concerns regarding wild swimming at Ulting Church. The clerk had spoken to the Churchwarden who was more concerned about obstructive picnickers. Ways to discourage swimmers were discussed but no conclusion was reached. Cllr Roy Pipe suggested that the church could have a notice stating that the churchyard was closed to the public when there was a wedding or other event.
10/124. Tourist Information Centre, Maldon
Clerk to write to Maldon District Council expressing concern that the Tourist Information Centre may be closed.
10/125. Speeding/Dangerous driving
This matter was referred to the police who are dealing with the problem.
10/126. Items from the councillors (NEXT AGENDA ITEMS ONLY)
a) Ulting churchyard fence and gate - repairs / replacement required.
b) Langford churchyard fence - repairs needed.
10/127. Date of the next meeting
The next meeting will be held on Tuesday 30th November 2010 at Langford & Ulting Village Hall at 7.30pm.
The meeting closed at 8.48pm.
