MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 30th MARCH 2010 AT LANGFORD & ULTING VILLAGE HALL.
Present: Councillors: Roy Pipe, Katherine Palmer, David Robinson and Andrew Tween.

Also present: John Lowe, Museum of Power and one member of the public.
10/32. Apologies for absence
No apologies for absence were received.
10/33. Museum of Power
Roy Pipe welcomed John Lowe, Chairman of the Board, to speak to the councillors. Areas of possible collaboration between the museum and the Parish Council were outlined. These included better integration and joint promotion of Langford parish and museum events, making use of the planned cafeteria and tin tabernacle, volunteering and training opportunities at the museum and possible uses for Langford Mill. It was agreed that councillors would discuss the various ideas at a future meeting and then respond to the Museum of Power. Roy Pipe thanked John Lowe for attending the meeting.
10/34. Minutes of the previous meeting
The minutes of 16th February 2010 having been previously circulated were taken as read, agreed and signed by the Chairman.
10/35. Declarations of Interest
To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda. No interests were declared.
10/36. Matters for information from previous meetings
10/06b) Langford Leisure Park - No further information received.
09/83. Weight Restriction - A new weight limit order is currently being processed and weak bridge signs will be placed at The Green, Hatfield Peverel once this is in place. The clerk had also requested new flood level markers at Hoe Mill as the current marker is not visible when the road is flooded.
10/06a) Ditches, Ulting Lane - email outlining proposed works had been received from Highways.
10/11. Broken fingerpost, Ulting - Highways is currently having the moulds made.
10/27. Website - Andrew Tween to assist clerk with problem uploading minutes to site.
10/37. District Councillor’s report
No report received.
10/38. Public Question Time
a) Surface water opposite Ulting Lane - Mr. Chaplin asked the clerk to report this matter to Highways. The problem may be solved when the planned work at the end of Ulting Lane has been completed.
b) HGVs, Crouchmans Farm Road - There is still a problem.
10/39. Planning Matters
a) Planning applications received.
None received.
b) Planning decisions received.
None received.
c) OUT/MAL/09/00491 - 64 bed residential care home - This application has been called in by the Health and Safety Executive (H&SE). The planning department had advised Roy Pipe that the H&SE have to look at all possible reasons for refusal.
10/40. Correspondence
a) EALC Training Needs Survey - It was agreed that the clerk would send the email version to all councillors for them to complete.
b) Invitation to Essex County Council Ecumenical Civic Service, 28th April 2010 in Brentwood Cathedral at 7.30pm. No one available to attend.
c) 2010 Essex Village of the Year and Best Kept Village and Churchyard competitions. It was agreed that neither Langford or Ulting would enter.
d) General correspondence to note:
 Passenger Transport Representative - Meeting to by held 8th April at the United Reform Church, Maldon at 2.30pm.
 Bluebell Walk - To be held on 25th April at Langford Grove at 11am.
10/41. Finance
a) Authorisation of payments to:- A&J Lighting Solutions £20.09, streetlight maintenance (March) ; CPRE £29.00, annual subscription; Mrs. J. Clemo £400.00, clerk‘s salary and expenses (Jan - March).
b) Streetlights - New price list for lamps and components received from A&J Lighting Solutions.
c) VAT refund 1st March 2009 - 29th February 2010 - £898.47.
d) The following cheques were raised and will be ratified at the next meeting: Maldon District Council £5.00, contribution to Parish Clerk’s Forum; Mr. A. Marks £6.68, mower petrol, Ulting Lane.
10/42. Disused Salt Heap
Highways is currently seeking advice on work which is funded through Localism.
10/43. Parish Plan / Village Design Statement
Copies had been circulated and it was agreed that the previous questionnaire needed to be updated. Vicky Anfilogoff is willing to join the committee and it was agreed that Andrew Tween and David Robinson should represent the Parish Council. Clerk to provide RCCE contact details.
10/44. 30mph speed limit through Langford
Highways had asked where the Parish Council would like the limit to start and finish. It was agreed that the new gateways were the best sites.
10/45. Footpaths
a) No problems to report.
b) Permissive path - David Robinson to contact John Gooding because someone has stolen the stile.
10/46. Oil Buying Group
A block maintenance scheme is also proposed and the area has been extended to Hatfield Peverel. Clerk to put notice on notice boards.
10/47. Items from the councillors (NEXT AGENDA ITEMS ONLY)
a) Hazardous parking at Ulting Lane and Crouchmans Farm Road.
b) Community Speed Watch.

c) Ulting Lane green - Mr. Marks had asked whether he could hire a scarifier.
d) Maypole Road - Land sold in small parcels has had a Section 4 directive put on it by Maldon District Council.

The next meeting will be held on Tuesday 27th April 2010 at Langford & Ulting Village Hall at 7.30pm.
The meeting closed at 8.55pm.
