MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 5th JANUARY 2010 AT LANGFORD & ULTING VILLAGE HALL.

Present:         Councillors: Roy Pipe, Leigh Daynes, David Robinson and Andrew Tween.

10/01.  Apologies for absence

Apologies for absence were received from Councillors Kathy Palmer and Sheila Young.

 

10/02.  Minutes of the previous meeting

The minutes of 1st December 2009 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

10/03.  Declarations of Interest

To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda.  The clerk declared a personal and prejudicial interest relating to Agenda item 10/09b).

 

10/04.  Matters for information from previous meetings

09/68a) Langford Leisure Park - Roy Pipe reported that Brian Watkin had sadly died over the Christmas period but he would get his wife’s details added to the circulation list.  There are issues with access to the proposed site and the water supply to Maldon Golf Club and their property.

09/83 - Weight Restriction - Clerk to email Jackie Roerig to find out outcome of 8th December site meeting.

09/115a) Flooding Ulting Lane junction - Highways had agreed to jet the gullies.  Clerk to check this was done as it is still flooding.

09/115b) HGV’s Ulting - Clerk had written to Doe’s and Graham Parker had agreed that he would write to their suppliers and the contractors they use.  He also agreed that he would write to Highways supporting the Parish Council.

09/117 Essex LTP 2011 - Leigh Daynes had completed the questionnaire.

09/121 Use of Lay By at Salt Heap - Maldon District Council cannot enforce against this.  It was agreed that Highways should be asked to close off the lay by.

09/122 - Septic Tank Discharge at Bay Tree Cottages - Clerk to confirm with Environment Agency whether regulations are being complied with.

09/123 Potholes - Highways had repaired pothole immediately.

 

10/05.  District Councillors report

No report received.

10/06.  Public Question Time (limited to 15 minutes if required).

a) Ditches Hatfield Road - Clerk to write to Mr. Robottom, Savills and Highways as these ditches all need clearing.

b) Langford Leisure Park -  The Parish Council is acting as a watching brief with the intention to protect the residents of Langford and preserve Beeleigh as it is.  If a planning application is submitted the Parish Council will call a public meeting.

 

10/07.  Planning Matters

a) Planning applications received.

LDE/MAL/09/01013 - Construction of access road and car parking area in connection with permitted B1 uses.  Oval Park, Hatfield Road, Langford.  The Parish Council had no additional evidence contrary to that provided.

FUL/MAL/09/01032 - Four detached dwellings and garages.  Land adjacent to Langford Waterworks, Hatfield Road, Langford.

FUL/MAL/09/01034 - One detached dwelling and garage.  Land adjacent to Langford Waterworks, Hatfield Road, Langford.

The above applications were discussed and it was agreed that the Parish Council would request that conditions regarding overlooking of adjacent properties and minimising noise disturbance with regard to garages and car parking should be imposed.  It was also noted that Conservation Area approval had not been submitted.  Clerk to notify Council.

b) Planning decisions received.

TPO/MAL/09/00984 - TPO 10/95 T1 Syacamore - Reduce crown by 20 - 25% was approved.  Langmere, Maldon Road, Langford.

TCA/MAL/09/00985 - Beech - Reduce crown by 20 - 25% was allowed to proceed.  Langmere, Maldon Road, Langford.

 

10/08.  Correspondence

a) Ernest Doe & Sons Ltd:  Request to improve street lighting and pavement at Does Corner.  It was agreed that the clerk would write to Does, suggesting that they provide private lighting at the appropriate times

b) Audit Commission:  Appointment of External Auditor.  Agreed.

 

10/09.  Finance

a)  Authorisation of payments to:- A&J Lighting Solutions £19.66, street lighting maintenance December; Mrs. J. Clemo £18.17, paper and present for Mr. Marks;  Mrs. J. Clemo £400.00, clerk‘s salary and expenses October - December 2009; SLCC £44.00, annual subscription; Northumbrian Water Ltd. £50.00, Coach House rent (½ year).

b) 2010/2011 Precept - Consideration.  (See attached) A precept of £5000 was agreed. 

 

10/10.  Parish Plan / Village Design Statement

It was agreed that this should be progressed.  Clerk to contact Community Development Officer at RCCE.

 

10/11.  Broken Fingerpost, Ulting

Clerk to report to Highways.

 

10/12.  Streetlights - Lighting up times

Parish Councillors and parishioners present all agreed that streetlights should remain on all night.

 

10/13.  Lay by at Salt Heap

Discussed at 10/04.

a) Footpaths.

b) 30mph limit through Langford village.

c) Village website.

 

10/15.  Date of the next meeting

The next meeting will be held on Tuesday 16th February 2010 at Langford & Ulting Village Hall at 7.30pm.
