MINUTES OF A MEETING OF LANGFORD & ULTING PARISH COUNCIL HELD ON TUESDAY 5th MAY 2009 AFTER THE LANGFORD ANNUAL PARISH MEETING IN LANGFORD & ULTING VILLAGE HALL .

 

09/36.  Apologies for absence

Apologies for absence were received from Leigh Daynes.

 

09/37.  Minutes of the previous meeting

The minutes of 31st March 2009 having been previously circulated were taken as read, agreed and signed by the Chairman.

 

09/38.  Declarations of Interest

To receive any ‘personal’ or ‘personal and prejudicial’ interests relating to items on the agenda.  No interests were declared.

 

09/39. Matters for information from previous meetings

09/26) Highways - Clerk to chase Steve Broad regarding outstanding items from previous meeting.

09/33b) Mower - The mowers are both covered by their respective policies.  Agreement to be signed before 1st June.  Clerk has ordered the new mower.

12/3b) Ulting Village sign - Work completed and sign is now back in place.  Andrew Tween thanked John Clemo for his assistance.

10/9c) Litter Pick - Disappointing turn out.  Roy Pipe and Katherine Palmer were unable to attend due to other commitments and they proffered their apologies.

09/31b) Vehicle Activated Sign - Roy Pipe to contact Conservation Officer.

 

09/40.  District Councillors report

No report received.

 

09/41.  Public Question Time (limited to 15 minutes if required).

a) Terajola - Sign has been moved and trees at the junction with Maldon Road have been cut down.  Clerk to write to Enforcement Officer and notify Jackie Roerig.

 

09/42.  Planning Matters

a) Planning applications received.

FUL/MAL/09/00216 - Retention of field shelter for horses on concrete base.  Home Farm, Maypole Road, Langford.  No objections.

ADV/MAL/09/00338 - Internally illuminated sign.  Ernest Doe & Sons Ltd.  Object to illumination.

b) Planning decisions received.

ADV/MAL/09/00127 - Totem pole sign was refused.  Ernest Doe & Sons Ltd.

FUL/MAL/09/00139 - New swimming pool pavilion and new swimming pool was approved.  Beavis Hall, Hatfield Road, Langford.

FUL/MAL/09//00118 – Retain existing polytunnel was approved.  Land Adjacent Alafin, Langford Road, Wickham Bishops.  

c) Extension: 2, Elm Cottages, Hatfield Road, Ulting.  No breach of planning control, the extension can be built in isolation from the development approved.

 

09/43.  Correspondence

a) Langford and Ulting gateway designs - Designs for Ulting and west end of Langford were agreed.  Site for east end of Langford was not agreed.  It was agreed that it would be more appropriate to locate this gateway on the east side of the bridge near the footpath.  Clerk to inform Jackie Roerig.

b) Maldon District Council Local Development Framework Consultation - Parish Councillors to discuss their response at the next meeting.

c) General correspondence to note:

Ÿ  Fast Forward - A Strategy produced by Maldon District Council for Older people living in the District of Maldon.

Ÿ  Public Sector Equality Duties

Ÿ  Freedom of Information Act

Ÿ  Local Community Liaison Council June Meeting - Clerk to send apologies.

 

09/44.  Finance

a)  The following cheques were authorised for payment:- A&J Lighting Solutions  £101.20, streetlight maintenance (April) and repair to streetlight (NB. This light is in a poor condition and will require replacement next time it fails); EALC £83.65, annual subscription.

b)  Mower purchase - Clerk has ordered new mower which will be delivered week commencing 1st June.

c) Insurance renewal - Clerk had obtained a quotation for £433.34 from Came & Company which enhances the current cover from Zurich.  Zurich quoted an increase in premium of up to 10% and an additional £155.59 to cover the new mower.  AON quoted £402.77 last year but this did not include the new mower.  It was agreed that the Parish Council would transfer to Came & Company‘s Parish Council Scheme.

d) EON - Credit note to correct overcharge had been received.

 

09/45.  Affordable Housing Survey.

It was agreed that the Council would not proceed with another survey until the outcome of the Langford Business Park / Nursing Home is resolved.

a) Parish Transportation Group.

 

09/47.  Date of the next meeting

The next meeting will be held on Tuesday 26th May 2009 at Crouchmans Barn, Ulting after the Ulting Annual Parish Meeting.
