ORGANISATIONAL STRUCTURE AND PARTNERSHIP AGREEMENTS

The land is owned by Bulmer Parish Council, to whom it was bequeathed by a local farmer, Lawrence Coe. The relevant extract from his will, dated 13.7.73, reads: 

"I confirm the gift made by me of meadow land for use as a recreation ground for the Parish of Bulmer".

The will was contested by the Trustees of Mr Coe’s estate over many years and after proceedings in the Chancery Division a compromise was reached which was finally confirmed by the Treasury Solicitor in July 2002. The Parish Council then encouraged theformation of a separate committee to take the meadow in hand in accordance with his wishes. It had until then been left to lie fallow apart from an occasional hay crop.


On the advice of the Treasury Solicitor the Parish Council set up a Charitable Trust, the Lawrence Coe Recreational Trust, to hold and manage the land on their behalf. A trust deed dated 14th March 2003 was executed by the Parish Council who have now applied for charitable status.The idea of the trust was to make the land inalienable.

The application for the grant is therefore made by Bulmer Parish Council as the registered proprietor of the land and Trustee of the Lawrence Coe Recreational Trust. The land isregistered at H M Land Registry under title number EX698620 with Bulmer Parish Councilas Registered Proprietor. The governing document is a Declaration of Trust dated 14th May 2003 made by Bulmer Parish Council.


The Coe’s Meadow Management Committee consisted of 8 residents of the parish, two of whom are also members of the Parish Council. It was formed in August 2002 and has met regularly since to develop ideas for the land and to conduct consultation with future users of the facility.
