Draft Proposal to SSPC
To: Friends of Coate (Badbury Park) Residents Working Group
10 December 2025
Dear Residents,
Short Summary
The Coate (Badbury Park) Residents Working Group is seeking residents’ views and requesting a multi-stakeholder meeting to discuss the future of the two play areas at Badbury Park.
They aim to explore transferring the play areas to South Swindon Parish Council (SSPC) under the S106 Agreement, which allows such transfers for community benefit.
The group asks SSPC to clarify whether it would consider adopting the play areas—especially if a financially neutral or shared-management model can be arranged—and outlines several partnership options used elsewhere in the UK.
The request emphasises that SSPC’s involvement would ensure consistent standards, safety expertise, and fair treatment compared with other areas of the parish.
A joint meeting involving SSPC, the Management Company, developer/landowner, Swindon Borough Council, Liddington Parish Council, Ward Councillors, and the local MP is proposed. The aim is to resolve the current issue of “double charging,” where residents pay both Council Tax and private management fees for public-realm services.
The Coate (Badbury Park) Residents Working Group would appreciate your views on the future of the 2 play areas on Badbury Park.
