Yes it is. Use httrack. 

It will download he enie website and there will be a folder with all your assets in.

The major ptoblem with asset library is that.
I personally prefer the "files" plugin, especially for minutes and the AGAR.

You're right, that there's no inbuilt way to download an archive of all Assets, though a tool like httrack would do it as long as the assets were linked from the site somwhere (since if they aren't linked anywhere, httrack won't be able to find them).

The Our Files app is good for organising lots of files on a site, for downloading and viewing by users, and has the advantage that you can set it up so that members can upload files too. Whether you use Our Files or Assets linked to pages is really down to personal preference.

To enable the Our Files app, go to the Admin pages of your site, then Content Management -> Applications and in the list enable the Our Files app.

(You can rename it from Our Files to something else if you prefer)

In here you can create folders (e.g., Minutes, Agendas, etc) and upload files to each folder. If you set the permissions you can also allow your members to upload files.
