  1. Overview

Steeple Claydon Parish Council invites quotations from suitably experienced contractor for internal and external refurbishment and decoration works to the Recreation Ground Pavilion. The works are intended to improve the facility’s appearance, functionality, and security, while preserving its community value.

  1. Site Location

Recreation Ground Pavilion, Steeple Claydon Recreation Ground. MK18 2SA 

  1. Scope of Works   A. External Works

General External Decoration 

  • Full preparation and redecoration of all previously painted external surfaces, including timber, metal, and masonry. 
  • Weather-resistant paint or coatings to be used in accordance with manufacturer’s instructions. 

Concrete Steps 

  • Inspect, repair, and make good damaged or eroded concrete steps, and all external concrete platform. 
  • Apply anti-slip surface treatment where necessary. 

Roof 

  • Inspect entire roof structure including flashings, and rainwater provision. 
  • Replace or repair damaged sections. 
  • Clear all gutters and downpipes & repair/replace any damaged items. 

Windows & Doors 

  • Repair or replace damaged window frames and door frames. 
  • Replace any broken glazing with ‘security glass’ – specification to be discussed if required. 
  • Ensure all windows and external doors are secure and weather tight. 
  • Repaint/re-stain as appropriate. 

Security Enhancements 

  • Upgrade door locks and window fastenings. 
  • Provide recommendations for additional security features if required (e.g. external lighting, CCTV provisions). 

Internal Works

General Internal Decoration 

  • Full internal redecoration including ceilings, walls, and woodwork. 
  • Surface preparation, priming, and application of durable, easy-to-clean finishes. 

Changing Rooms & Toilet Facilities 

  • Inspect and upgrade fixtures as necessary (toilets, basins, benches, cubicles). 
  • Ensure all plumbing is functional and hygienic. 
  • Floor coverings to be repaired or replaced with non-slip materials suitable for wet environments. 
  • Provide mirror(s), hand dryers or paper towel dispensers, and coat hooks where appropriate. 

Referees / First Aid Room 

  • Decoration to match general standards. 
  • Provide functional workspace including small desk/shelf and storage cupboard. 
  • Install hygienic flooring and handwashing facility if absent. 

‘History Wall’ Feature 

  • Provide one dedicated internal wall space for mounting historical team photos and memorabilia. 
  • Include: 
  • A secure display board or frame system. 
  • Floating shelf or cabinet for display of trophies and awards. 
  • Lighting to highlight the display (optional, to be quoted separately). 

 

  1. Contractor Requirements

All contractors must: 

  • Conduct a mandatory site visit prior to submitting a quotation. 
  • Provide Risk Assessments and Method Statements (RAMS) prior to commencing any work. 
  • Hold and provide proof of: 
  • Public liability insurance (minimum £1 million) 
  • Employer’s liability insurance where applicable 
  • Ensure compliance with all Health & Safety legislation, including: 
  • Use of appropriate PPE 
  • Safe storage of materials 
  • Protection of members of the public from hazards

  1. Site Security & Community Considerations

Contractors are expected to: 

  • Maintain a secure site at all times: 
  • Tools and materials must be safely stored and locked when not in use. 
  • Pavilion must be locked and made weather-tight at the end of each workday. 
  • Minimise disruption to local residents: 
  • Noisy works should be restricted to standard working hours (e.g., 8:00am – 5:00pm). 
  • Respect access routes and maintain cleanliness on and around the site. 
  • Ensure no blocking of footpaths or public access points without prior agreement. 

 

  1. Quotation Submission

Your quotation should include: 

  • Detailed breakdown of costs (labour, materials, and any optional items separately). 
  • Proposed start date and duration of works. 
  • Evidence of previous relevant work (photos or references). 
  • Copy of public liability insurance. 
  • Company details and VAT registration (if applicable).
