Minutes of Meeting, Tuesday 4th May 2021

The Parish Council met on Tuesday, 4th May 2021 via Zoom, immediately after the 7.30pm

Councillors: T. Gritton, R. White, J. Hughes, V. Hare                                     Also in attendance 3 parishioners

 

323. Apologies for Absence: Councillor Venton sent apologies.

 

324. To invite Councillors to declare an interest in matters on the Agenda. None were declared

 

325. Minutes 2/3/21

RESOLVED that the Minutes of the Parish Council held on the 2nd March 2021 be approved and confirmed.

 

326. a) Planning decisions received from Maldon District Council

       HOUSE/MAL/21/00164 The conversion of an existing storage area in the northern L-shaped wing into

         a kitchen with access to an outside terrace via a set of new bi-folding doors, together with one new

         window to south elevation. The addition of a new garage to the southern barn building with matching

         materials to existing. Godfreys Farm Barn, Sheepcoates Lane. This was approved.

        b) Latest planning applications

         21/00399/LDP Claim for lawful development certificate for a proposed single storey ground floor

         extension to replace existing conservatory. High Elves, 7 Sawyers Road. The Parish Council recommended

         approval of this application.

         c) Appeals – none received

 

327. Spring Clean Update

Only 8 people took part last Saturday, but there was much less litter than last year, mainly due to the good work of Louise and Ruth. Gardening was also done around the pond and more will be done this Saturday and a couple more times before July. Chairman Siddall proposed the Parish Council employ someone to maintain these areas once they are all sorted out. Councillor White seconded this.

RESOLVED That a gardener be employed for one day a month. The willow tree needs pollarding or cutting down

and the dead elms near the road need cutting. This will need to go out to tender.

 

328. Bridges update

Councillor Hare reported that Peter Hare will be able to start on this in the next week or so.

RESOLVED Councillor Lawrence to discuss with Peter Hare. Councillor Gritton offered to help.

 

329. Memorial plaque update and fencing around the War Memorial

Councillor Lawrence is still waiting for the new plaque layout for approval. Chairman Siddall decided the area would look better without fencing: all present agreed. More bulbs will be purchased for this area.

RESOLVED Ongoing.

 

330. Traffic issues and Community Group update

Their was no community group meeting in April; the next one will be the 21st May. 2 Parishioners have been recording all movements of traffic. A highways application regarding verges and footpaths will need to be done. Chairman Siddall advised to do it now, then it will be looked at in September.  There were 5 offenders caught on Trucam in

April.

RESOLVED Councillor Gritton to prepare the application. The Parishioners to send the movement of traffic details to Councillors Lawrence and Gritton.

 

 

331 Invoices presented for payment

332. Correspondence

The Clerk had received an email from a parishioner reporting broken fencing around the car park at Sawyers field and also that the new dog bin in the field was not being emptied often enough. The Clerk reported both these matters to MDC.

 

 

333. Update from the District Councillor

MDC is concentrating on the upcoming election.

Meetings this month will start again; being held in person in the evenings.

The splash park is re-opening; with extra cleaning and precautions in place.

The Steam Funfair will arrive at Promenade Park in May and be there until July this year.

MDC office is now an official vaccination centre for Covid 19 jabs.

Council Officers will be returning to the council building in July on a flexible basis.

 

There will not be a meeting in June, due to Covid 19 restrictions and the need to meet in person the middle of May onwards. The next meeting will be 6th July, socially distanced and with precautions in place.

 

There being no further business the Chairman closed the meeting at 8.36 p.m.
