Minutes of Meeting, Tuesday 3rd March 2020

 

The Parish Council met on Tuesday, 3rd March at 7.30 pm in the Evangelical Church Hall.

561. Apologies for Absence N. Lawrence did not attend.

562. To invite Councillors to declare an interest in matters on the Agenda. No interests were declared.

563. Minutes 4/2//2020

RESOLVED that the Minutes of the Parish Council held on the 4th February 2020 be approved and confirmed.

 

564. a) Planning decisions received from Maldon District Council

         None were received

     b) Latest planning applications

         20/00157/FUL Application to carry out ground investigations, load test and associated works in connection with

         a proposed new Nuclear Power Station at Bradwell-on-Sea, together with the creation of 2 site compound areas

         and associated parking areas. Land east of Bradwell Power Station, Downhall Beach, Bradwell-on-Sea.

         The Parish Council had no comment to make.

 

         FUL/MAL/20/00062 Demolition of existing outbuildings and construction of 2 detached residential dwellings

         With associated landscaping and vehicle parking. Agricultural barns, adjacent 31 Plains Rd. Great Totham

        The Parish Council approved this application.

             

565. V.E. Day

Chairman Siddall has spoken with Phil. Cornell, of The Swan to finalise the plans for the Friday bonfire. On the Sunday there will be a memorial service at the Tommies memorial and in the evening, cheese and wine at the church.

RESOLVED Planning for the event continues.

 

566. Village open spaces – work conducted by MDC, Community payback team

The community payback team work every Monday and Thursday. This month they cleared the green and created chippings for paths and the rubbish was removed. The pond is now full of water and the area around it needs planting.

There have been a couple of complaints about the teams, but they will be kept on for the next few months. Work has now been carried out in Sawyers field by MDC and a memorial bench, dedicated to Mrs Tina Vango-Searle will be placed in Sawyers field, when permission if given.

RESOLVED Ian Pearce to be contacted by Chairman Siddall regarding the release of funds to help with the planting. More supervision of the teams to be undertaken.

 

567. Spring Clean

Dates were set for the 18th and 25th of April.

RESOLVED Councillor Hughes to organize

 

568. Community speed watch

The first speed watch took place on the 20th February and 20 offenders were caught on camera. Councillor Lawrence and The Clerk sorted the results and forwarded them to the CSW team.

RESOLVED Councillor Lawrence to organise a further speed watch in March 2020.

 

569. Traffic issues over the last month, road repairs

Beckingham Street was closed for 12 days resulting in lorries from Beckingham Business Park going through Tolleshunt Major and down Witham Road, causing damage to some gardens and verges.

RESOLVED Chairman Siddal to contact MP Priti Patel.

 

570. Memorial plaque update

RESOLVED Councillor Lawrence still working on.

 

571. New Councillors update

No one applied to MDC within the 14 day window. Two parishioners who attended the meeting and expressed an interest, Chairman Siddall explained the basics of being a Parish Councillor.

RESOLVED The Clerk to post a notice of Co-option of 2 Parish Councillors, which will take place at the next monthly meeting.

 

572. Owl boxes

Councillor Hughes has spoken to her neighbour, who is a member of RSPB and an owl enthusiast. Different types of owls need different boxes and they are installed in November. Nearer the time Mr. Taylor will come and look at the site to see where the boxes need to be placed. They are expensive to buy; but could be made locally.

RESOLVED Councillor Hughes to revisit nearer the time.

 

573. Community Initiative Fund

RESOLVED It was decided the Parish Council would not apply.

 

574. Hare Coursing

There was an open discussion on this matter, with a local farmer giving his views. Chairman Siddall had contacted the police, but not yet had a reply. The Parish Council was advised that under the “Galileo Project” the police are obliged to act when hare coursing is reported. Councillor Hughes reported to Tolleshunt Major Parish Council that there had been hare coursing taking place in Tudwick Road recently.

RESOLVED Chief Inspector Bailey to be contacted as well as the Community Detective Inspector.

 

575. Invoices presented for payment

Little Totham Evangelical Church    £15.00       Hire of hall (paid by standing order)

 

576. Correspondence and update from District Councillor

 

District Councillor update

MDC are preparing a report and consultation about the pollution of Market Hill.

The budget for 2020/2021 is now set.

A consultation has begun about the Quayside Development.

RESOLVED The correspondence was put in a folder to be circulated to all Parish Councillors. District Councillor Siddall to continue to report what is happening at MDC.

 

There being no further business the Chairman closed the meeting at 8.45 p.m.
