Minutes of Meeting, Tuesday 2nd June 2020


The Parish Council met on Tuesday, 3rd March at 7.30 pm via Zoom

201. Apologies for Absence N. Lawrence did not attend.

202. To invite Councillors to declare an interest in matters on the Agenda. No interests were declared.

203. Minutes 3/3/2020

RESOLVED that the Minutes of the Parish Council held on the 3rd March 2020 be approved and confirmed.


204. a) Planning decisions received from Maldon District Council

         FUL/MAL/20/0186 Demolition and rebuild outbuilding for use as an annexe. Land adjacent to Little

         Totham Hall, Church Lane. This application was refused.


         HOUSE/MAL/19/1300 Single storey extension. 2 The Green

         This application was approved.


     b) Latest planning applications

         20/00218/FUL Section 73A application for the retention of stables. New Lodge Farm, Beckingham Street.

         The Parish Council had no comment to make on this application.


205. Co-option of new Councillors

Terry Gritton and Rachel White put themselves forward as prospective Councillors. They then both gave a short

talk on why they wanted to join the Parish Council and what they could contribute.

RESOLVED Both were co-opted onto the Parish Council and welcomed by Chairman Siddall. The Clerk to sort out the necessary forms and get them signed by the new Councillors.


206. Presentation of accounts 2019/2020

The Clerk presented the accounts and pointed out that the spending 2019/20 had been less than expected, mainly due to the Community Payback team doing a lot of the work on the village green and common. Margaret Chambers had once

again carried out the Internal Audit and signed off her part. Chairman Siddall proposed putting 50% of the current balance in the accounts into a savings account. Councillor Hughes seconded this.

RESOLVED Chairman Siddall to sign off the accounts so they can be sent to the Auditors. The Clerk and Chairman Siddall to move 50% of the funds in the current account into the savings account. At the Annual

Parish Council meeting next month the finances for this year to be discussed.


207. Trucam service renewal

The Trucam service has started up again, with the parish having 2 hours per month of this service.

RESOLVED The Clerk to report at each meeting the number of offences once she receives the information

from the Trucam team.


208. Memorial plaque update and fencing around the War Memorial

As Councillor Lawrence did not attend there was no update on the plaque. Chairman Siddall proposed that the

temporary wooden fencing around the memorial be replaced by metal fencing.

RESOLVED Councillor Lawrence to report on the plaque next month. Chairman Siddall to look into the costings for metal fencing.




209. Plains Road improvement

Chairman Siddall had received information from EEC that “Slow” signs and “bend” signs would be placed in Plains Road to try and slow down the traffic.

RESOLVED The situation to be watched to see if the signs make any difference.


210. Invoices presented for payment

There were not any invoices for June, and the ones for April and May had been signed off and paid. The Clerk has suspended the standing order to the Evangelical Church until the Parish Council can meet in the hall again.

RESOLVED The Clerk to re-instate the standing order when the meetings can again take place in the hall.


211. Correspondence

All the correspondence received by the Clerk during the Coronavirus lockdown had been forwarded by email to the Councillors

RESOLVED The Clerk to continue to do this while the lockdown continues.


212. Update from the District Councillor

Councillor Siddall reported that all meetings at MDC have been suspended due to the Coronavirus. For now, the Leader

of the Council, Chairman and 3 Directors will make all decisions, although some meetings are now being planned.

Costs have gone up at MDC and revenue down due to lack of income during the Coronavirus.

RESOLVED Councillor Siddall to continue to report.


There being no further business the Chairman closed the meeting at 8.20 p.m.
