Minutes of Meeting, Tuesday 2nd February 2021

The Parish Council met on Tuesday, 2nd February 2021 7.30 pm via Zoom.

298. Apologies for Absence: Councillor Hare did not join the meeting,

 

299. To invite Councillors to declare an interest in matters on the Agenda. None were declared

 

300. Minutes 12/01/21

RESOLVED that the Minutes of the Parish Council held on the 12th January 2021 be approved and confirmed.

 

301. a) Planning decisions received from Maldon District Council

       FUL/MAL/20/01013 Proposed alterations to existing kennels and replacement with 2 log cabins and the

         erection of replacement kennels. Willows, Brick House Road, Tolleshunt Major

      This was approved.

         b) Latest planning applications – none received.

         c) Appeals – none received

 

302. VAT return

The Clerk had prepared and submitted a VAT return for the period 01/01/20 to 31/12/20. The amount claimed is

£429.66.

RESOLVED HMRC to repay amount, if agree figure.

 

303. Bridges update

Councillor Lawrence reported that it is still too wet to install the concrete beams plus the machinery is still not available. A parishioner had emailed the Clerk and offered to help.

RESOLVED The concrete beams to be installed when conditions allow, possible after the current lockdown. The Clerk to reply to the parishioner, thanking him for his offer.

 

304. Memorial plaque update and fencing around the War Memorial

Councillor Lawrence had circulated the wording for the new plaque to all the Councillors.

RESOLVED Ongoing.

 

305. Traffic issues and Community Group update

The application for the village gate has now been sent in. The 11th February was discussed as a possible date for the first Community group meeting, online. This was concluded to not be suitable as it did not give enough time to reach all those who may be interested in joining so it was changed to 18th February.

RESOLVED Councillors Lawrence and Gritton to send out invitations to those who have already expressed an interest and it to be put on Facebook. 3 parishioners who joined the February meeting said they would also be interested in joining the Community Group.

 

306 Owl box

Councillor Hughes now has the owl box, which she generously said she would donate to the Parish Council. She was thanked by all present.

RESOLVED Councillor Hughes to install the owl box on one of 2 possible sites in Sawyers Field, with the assistance of her neighbour – who is an owl expert.

 

307 Invoices presented for payment

 

Skipper Ground Maintenance       grass cutting Nov 20 – Jan 21    £306.00

MDC                                           Trucam Oct – Dec 20                £205.20

 

It was then discussed if it would be a good idea to get new tenders for the grass cutting.

RESOLVED As it is unlikely the Parish Council will take over the responsibility for Sawyers Field this year it was decided it is not necessary at this time.

 

308. Correspondence

The Clerk had received an email from Councillor Mark Durham entitled “County Council Report 2021”

She had also received by post a letter from The Environment Agency together with the Consultation and Summary document assessing the new nuclear power station design for Bradwell.

RESOLVED The Clerk to forward Councillor Durham’s email to all Parish Councillors and make available

the consultation document.

 

309. Update from the District Councillor

MDC has now closed the play equipment area at Promenade Park, due to the large number of people visiting and the difficulty of social distancing.

MDC have decided on a £5.00 increase in rates this year. The Council has had to support the Leisure Centre during each lock-down, due to Covid 19, and not many people came to Maldon so the car parks did not make as much as usual.

Lateral flow tests for those showing no symptoms of Covid 19 are now being done at Maldon Community Centre.

Burnham Leisure Centre is being set up as a vaccination centre.

At the Strategy and Resources meeting it was decided to give the Thames Sailing Barge owners a 50% discount of their wharfage fees as they have had very little business this year. These financial decisions will be agreed at full council.

MDC are recycling IT equipment to schools, including 150 desktop computers.

 

There being no further business the Chairman closed the meeting at 8.22 p.m.
