Minutes of Meeting, Tuesday 1st September 2020

 

The Parish Council met on Tuesday, 1st September at 7.30 pm via Zoom.

 

PRESENT

Chairman: Councillor R. Siddall

      

Councillors: S. Venton, T. Gritton, R. White, V. Hare, J. Hughes                  Also in attendance 3 parishioners

 

235. Apologies for Absence Apologies were received from Councillor Lawrence

 

236. To invite Councillors to declare an interest in matters on the Agenda. No interests were expressed.

 

237. Minutes 11/08/2020

RESOLVED that the Minutes of the Parish Council held on the 11th August 2020 be approved and confirmed.

 

238. a) Planning decisions received from Maldon District Council

         No decisions were received.

 

       b) Latest planning applications

         20/00754/FUL Retention of crossing at Wash Lane for agricultural use only. Wash Lane.

         The Parish Council had no comment to make on this application.

        

239. Memorial plaque update and fencing around the War Memorial

As Councillor Lawrence sent a message that he was still chasing prices for the plaque and would seek other quotes if this was not forthcoming shortly. Chairman Siddall had received a quote for the metal fencing, but other Councillors suggested other places to try. Councillor White had received several quotes for the bench.

RESOLVED Councillor Lawrence to report on the plaque. Chairman Siddall to look again at the fencing and also to get costings from Tom’s Farm Shop for the bench, which will be put on hold until next year.

 

240. Playground Inspection

Councillor Venton reported the inspection had been carried out. A few items need to be repaired. Councillor Hare had spoken to Nick Phillips about doing the work.

RESOLVED Councillor Venton to contact Nick Phillips and get a cost for the jobs.

 

241. Traffic issues update

Councillor Gritton and Councillor Lawrence are getting a list together of different types of speed camera. The question of whether the Parish Council can get access to number plate data was discussed. In Inworth police signs have been put on telegraph poles to try and get motorists to slow down.

RESOLVED Chairman Siddall to give Highways contacts to Councillor Gritton so he can contact re: number plate data. Councillor Gritton to contact the Fire and Safety Officer to see if Little Totham can also put up police signs.

 

242. Community Infrastructure Levy update

The deadline for submitting forms for funding is next Friday.

RESOLVED to leave for now and look at again in the future.

 

 

 

 

 

 

243. Little picking 26th September

Councillors Hughes, White and Hare to organize. The time will be 10.30am to meet by the pond. Advertising of the event was discussed.

RESOLVED Councillor Venton to do work around the pond, during the week before the event. Councillor Hughes to make and organize the distribution of leaflets around the village, with the help of Councillor White. Councillor Hare to sort out equipment needed. Chairman Siddall to put the event on Facebook.

 

244. Annual Parish Council meeting.

This year, due to Covid 19 there is no necessity to have an Annual Parish Council meeting.

RESOLVED To leave this until next year.

 

245. Invoices presented for payment

 

Skippers Ground Maintenance      Grass cutting May to July £306.00

 

There followed a discussion if this should now be put out to tender as the work will increase once the Parish Council are responsible for Sawyers Field.

RESOLVED The Clerk to provide Councillor Venton with details of current company and look into alternatives.

 

246. Correspondence

A letter had been received by the Clerk asking for donations to a charity.

The council had been notified about a mobile home that had appeared.

RESOLVED It was decided this was not the correct time to make donations.  The Clerk to continue to email all correspondence while the lockdown continues.

 

247. Update from the District Councillor

Bradwell B excavation work has been turned down but it is expected there will be an appeal.

Wykes Hill development has now been approved.

Unitary Authorities – this is likely to happen within 2 – 3 years. Parish Councils could get more powers if this happens. A White Paper will be published this month.

The Leader of MDC has resigned and an interim Leader appointed.

It has been proposed that a new garden is created in Promenade Park for children,

 

 

There being no further business the Chairman closed the meeting at 8.30 p.m.
