Minutes of the Ordinary Parish Council Meeting conducted as a virtual meeting via Zoom held on 14th September 2020 at 7.30pm

Confirmation of the Minutes of the Parish Council meeting held on 13th July 2020

The Minutes of the previous meeting were approved without amendment.   

4.        

To consider matters arising from the Minutes of the last meeting (not otherwise included in the agenda)

The School sign near the entrance to School End has been fixed.

Mrs Sarah Biswell now has a paper application form to complete for the directional School sign because the application on the system was not accessible.

The Clerk has replied to Mrs Cassidy who was concerned about the speed of traffic and traffic movements in general at the entrance to Greenway Farm. The Clerk informed her that in a recent planning application it had been suggested by the PC that a roundabout might be considered.

BC/Street Naming had agreed the street names for the High Street Homes site to be called Cherry Leas, Liden Way and Little Horwood Road.

Cllr Davies has replaced the old dog fouling sign on Church Lane. After a discussion it was agreed to buy similar signs for Winslow Road and Spring Lane, and ‘Keep Dogs on a Lead’ signs for either entrance to the Churchyard.

The Clerk will chase the litter bin ordered for the bus stop on Little Horwood Road (Action Clerk)

Cllr Gilbey mentioned that he is pursuing an improved bus service to the village and has joined the Public and Community Transport Sub Group of the Winslow and Villages Community Board to see if there is a way of getting an improved service. He is also in contact with the Chairman of the Trustees of the Winslow and District Community Bus and will keep the PC informed with any developments.

Public Participation Period

Mrs Sarah Biswell wished to inform the Council that all children were back in School at the start of the new School year and were looking very smart in their new burgundy jumpers/cardigans. The traveller children left in March and just two are currently back. There are some new families in the village who are sending their children to School here. Greg Smith MP will be visiting the School in October. It was agreed to let the PC know when a date has been set as they would like to talk to Greg about other issues, namely the speed of traffic in Nash Road.  Once Mrs Biswell has completed the paperwork for the directional sign, Buckinghamshire Councillor John Chilver agreed to support it. The Clerk will provide a cheque for the cost of the sign of £200 once she has received a formal request for the funds. Mrs Biswell wondered if the PC would provide funding for a new banner advertising the new After School Club. Cllrs Cousin and Gilbey suggested that the School complete the paperwork for the Worthy Causes in the usual way. 

Mr David Saunders wished to speak about website accessibility. He informed the PC that Cllr Gilbey had requested that he provide some background information.  Having studied various papers on the subject, Mr Saunders had, with the use of technology, managed to sort out a number of errors on the website, but felt that professional input should be sought as well. He suggested that the Accessibility Statement should say that some amendments have been made but this is an ongoing matter and further alterations will be made in due course.

7.        

Footpaths Report

To receive the Footpath Report

Mr Deuchar reported that new or repaired stiles have been installed on FP2 (North Bucks Way towards Addington) and FP3 (towards Adstocks from Winslow Road). Thanks are due to Mill Farm and Adstock Fields Estate.  He has walked and pruned about two thirds of the Parish’s footpaths recently and will do the remaining ones by the end of September.  FP4 from Pilch Lane towards Adstock now seems to be clear of the repair work which was done on the high voltage electricity pylon cables. He is not aware of any other matters or problems.

 Roads Report

a). To receive a report on local roads and any problems with signage.

b). To receive a report on the MVAS

Mr Mick Wood has sent a report stating that at the last download on 22/08/20 out of a total of 46141 vehicles one recorded 80mph. However, the percentile average speed @ 85% was 39.7mph - down from 40.7mph on 03/08/20. Cllr Taylor made the observation that the MVAS had been located on Winslow Road for a number of months and offered to help move it to another location if necessary. He will contact Mr Wood. c). To start a volunteer group using the Sentinel speed equipment

The Clerk read out an email received from PCSO Andy Piotrowski informing the PC that Community Speed Watch activity is currently suspended. The equipment will need to be upgraded and the community will need to pay for this. Processing will then be done digitally via the icloud. There will be no one to manually process and analyse the data anymore in the Winslow Office. Cllr John Chilver requested that I send him a copy of the email. This information could then be shared at the next Community Board meeting to make other Parishes aware and take this matter forward. (Action Clerk)

Planning Report 

● The planning report was noted and ratified.      

Cllr Taylor asked for a brief explanation on 20/02755/APP and 20/02729/APP and now felt better informed should he be approached by a member of the public questioning any decisions made. During discussions regarding 20/02729/APP, Cllr Cousin offered to contact the Land Registry to see if there was a change of ownership of the land in question.

Issues arising from the Planning Report

● To agree the draft response on 20/02582/APP – Fox Covert Solar Farm

Cllr Cousin briefly talked through the response she had drafted on behalf of the PC objecting to the planning application. The Construction Traffic Management Plan suggested that all traffic should be routed through Great Horwood and it had made no effort to assess the impact on the village.  The construction would take four months with 365 HGV movements, the vehicles of which would be 15.4 m long and 2.5 m wide. The draft response was agreed and the Clerk will send off to BC Planning.

Cllr Taylor requested an update on decisions made on 20/02810/APP and 20/02771/APP and was informed that the PC had no objection to 20/02810/APP but it had objected to 20/02771/APP.

 11.

Other Planning Matters

● The Parish Council response to the new Government document ‘Changes to the Current Planning System’

Cllr Gilbey informed the Council that the consultation process runs until the end of October. He is attending a seminar on 18th September and is in touch with the NBPPC as well. Once he has more information, he will prepare a paper for the October meeting so the PC can consider their response. (Action Cllr Gilbey)

13.

Parish Maintenance

a). To agree the award of the contract for works to trees at Church Lane Allotments

Cllr Davies met contractors from both companies on site. After a discussion it was agreed to award the contract to Green Trees Services. Even though the trees overhang the allotment, they are in fact located on Glebe land (Plot 3) and School land (Plots 12 and 15). Cllr Davies confirmed that on Plot 12 it would only be the overhanging part of the tree that would be removed, not the whole tree as in the quotations. The sycamore tree on Plot 15 overhangs a building and Cllr Davies has agreed to speak to the owners regarding the forthcoming works. The Clerk and Mrs Biswell will check with the Church and the School concerning the works. Cllr Davies suggested the allotments should not be in use when the work was undertaken for the safety of allotment holders. He offered to be on site during this time. b). Update on the tree cutting at the Cricket Club

The Clerk said that Cartwright Landscapes had completed the tree cutting. Mr John Goodger did mention that when Western Power trimmed the leylandii trees near the Cricket Club that were reaching the overhead wires, they had dumped the cuttings near the boundary of the Cricket Club and this was causing rabbit warrens. Cllr Gilbey suggested that the Cricket Club contact Western Power. (Action Clerk)

14.

LED Lighting

Cllr Cousin gave a detailed report on the benefits of changing the street lighting lamps to LED. The cost would be £7800, and the savings on electricity and maintenance would be £1180 a year. This would be funded with an interest free loan for £4057 from Salix Finance and the balance of £3743 to be taken from the current year’s budget. Agreement from the Ministry of Housing, Communities and Local Government would need to be sought for the loan and although the paperwork to be completed is a lengthy process, there is help and advice available. It was agreed to take this forward and change the street lighting to LED. (Action Cllr Cousin/ the Clerk)

Worthy Causes

The Clerk has sent application forms to all past recipients. No completed forms have been received yet. The deadline for applications is 31st October.

16.

The Parish Council plans to ensure that its website is in conformance with the ‘Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018’

Following on from Mr Saunders introduction earlier in the meeting, Cllr Gilbey said that e-voice, who are the platform for the PC website, have said that they conform to the regulations and the website is accessible. Work will need to be done to bring the PC website up to date including saving future documents to HTML format and changing previous documentation to this format. Cllr Gilbey will prepare a Statement to put on the website outlining what changes have been made and what work will be undertaken in the future. (Action Cllr Gilbey)

17.

Cricket Club rent

It was agreed that the Cricket Club would start paying their rent again with immediate effect, the next payment being due in December. The Clerk will contact the Cricket Club. (Action Clerk) 

18.

Substation

To agree soft planting

Cllr Cousin made a suggestion that Rose Rugosa would be appropriate plants to grow either side of the substation because they would grow reasonably big but not too dense, eventually growing to 7 ft in height and width. 4 bare root rose bushes to be delivered in November would cost £74.00 plus compost. The Council agreed to this choice and the expenditure. Cllr Cousin will email Richard Haynes at Western Power to find out exactly how far from the sides of the substation planting can take place. She also offered to buy and plant the roses but they would need watering. Cllr Taylor offered to speak to Mr Churchill, keeping him informed of the PC’s decision and asking him if he would like to be involved with the watering. (Action Cllrs Cousin and Taylor)

 

On a separate matter with regards to planting, the Clerk has today received receipts from Mrs Jane Holland for the plants she has bought for the winter flowering planters at the four entrances to the village. It was also agreed that the PC would pay a token gesture to Mrs Holland for watering and fuel expenses.  She would like to turn over the area of The Green she looks after to wild flower as it is currently covered in weeds. The PC agreed this would be a good idea. The Clerk will inform Mrs Holland.

20.

Litter Pick

It was agreed the Litter Pick should be held on Sunday 18th October starting at 10am. Cllr Cousin mentioned that in the latest copy of BC news there was a link to equipment loan and rubbish removal. The Clerk will publicise the event in Focus and organise resources. (Action Clerk)

Horwode Pece Management Committee - Report to Parish Council

September 2020

 

What a difference a year makes!  This time last year, I reported on the progress we had made in upgrading the Rec. and its landscaping following our successful grant application for an AVDC Micro-grant.   This year we have the effect of the Corona virus to deal with.  

 

So, last year, through July, August and early September we were managing this Rec. improvements project, with the knowledge that all the work be completed before the end of September.  One year on, when visiting the Rec, it is clear to see the benefits of this project; the grass and landscaping is now fully established and the Rec. looks in excellent condition.

 

The main difference now is our handling of Covid-19, for all equipment have health and safety signs and some of the swings are chained up.   Thus, our main responsibility this July, August and early September has been maintaining the Rec. Covid secure.   It is pleasing to see that all have respected our efforts in this direction; the swings are still locked off and the notices are still in place – we only have had to replace one.

 

With the Rec. now re-opened, Rec. checks have continued.  We have seen some evidence of ‘social gatherings’ by teenagers and young adults, we believe, over these summer months, in that we have found discarded beer bottles, cider bottles and pizza boxes at various times when undertaking these Rec. checks.  Items of note – planned for the next Working Party, if Covid secure;  the woodchip is now at its lower limit, both for the teenage and toddler area, and will have to be replaced with rubber chippings for the new season, but is still safe as of now; the log surround to the tunnel needs replacing – the wood has been purchased and it is timetabled for the next working party; a fixing bolt on the zip-wire seat had worn to give a sharp edge – it has been filed down and over-taped to protect users; one of the rose trestles has been broken off at its fixings, some caps need replacing and there are some large splits in the balancing beams – still not 8mm wide -, these will need attention and are all on the agenda as part of this autumn’s maintenance.

 

One last item, in the latest inspection it was noticed that the wooden beams on the shelter were being chewed again!  Is it the same dog, or wild animals, we will have to keep an eye.  Finally, thanks to all who helped with the checking maintenance and re-opening of the Rec. over these summer months.  All looks fine, at present, manageable, but requiring the occasional maintenance.  The next big job will be the replacement of the woodchip with rubber chippings to provide a more durable ‘cushion fall’ to both play areas.  Thanks to the Rec. volunteers for continuing to check the Rec. condition and safety in these Covid-19 difficult times and our village community as a whole for respecting the work undertaken for their safety.
