CONSTITUTION AND RULES

 

(Amended April 2017)

 

Constitution:

 

1. The club shall be called Borestone and Stirling Curling Cluband shall have for its object the playing and encouragement of the game of curling.  The Club shall be affiliated to the Royal Caledonian Curling Club, and shall adhere to the rules as appearing in the latest published R.C.C.C. Annual with certain local Byelaws for club competitions.

 

2.  The club is a mixed gender club and the membership shall consist of Ordinary Members, Junior Members,Non Playing Members, and Honorary Members as may from time to time be elected by the Ordinary and Non Playing Members.  Honorary Members so elected shall have no financial responsibility and shall not be entitled to vote, or to take part in the management of the Club’s affairs.

 

3.  The business and affairs of the Club shall be conducted and managed by a Committee of Management comprising of a President, Vice-President, Secretary, Treasurer, Club Development Officer and three other members of the Club who shall be elected at the Annual General Meeting of the Club.

 

a)    the President shall hold office for two years and shall be an ex-officio member of the Committee for one year following his/her period of office as President.

b)   the Vice-President shall hold office for two years and will then succeed to the office of President.

c)    the Secretary shall be elected annually, the retiring Secretary being eligible for re-election.

d)   the Treasurer shall be elected annually, the retiring Treasurer being eligible for re-election. The same individual may hold the Offices of Secretary and Treasurer.

e)    The Club Development Officer shall be elected for a period of three years and shall be eligible for re-election.

f)    Ordinary committee members will serve for three years and each year the longest serving ordinary committee member shall retire. 

 

  1. 4.   The Committee shall have the general management and superintendence of the affairs, competitions and property of the Club, and shall meet when necessary to transact Club business.  Four members thereof shall form a quorum. 

 

5.  The Secretary shall record and retain minutes of all meetings and transact any other business in connection with the duties of Secretary.

 

6.  The Treasurer shall keep correct accounts and books showing the financial affairs and intromissions of the Club, which shall be audited annually by a person appointed at the A.G.M.

Club cheques shall require two signatories from any of the President, Vice President, Treasurer and Secretary.  

 

7.  The A.G.M. of the Club shall be held not later than 1stMay in each year, and the Committee shall fix a place of meeting.   At least seven days prior to the meeting, written notice will be sent to all members as shown on the membership roll to be kept by the Secretary.  The Agenda for the meeting shall include submission of the Annual Accounts, the election of Office-Bearers and Members of Committee, the amount of the Annual subscription, and any other competent business.  A Special General Meeting of the Club may be called by the Committee for any special purpose, or upon a requisition to that effect addressed to the Secretary and signed by five members, and shall be held not later than twenty one days thereafter.  The requisition as well as the notice of meeting shall specify the business to be considered, and it shall not be competent to discuss or deal with any business other than that specified in such requisition and notice. At all General Meetings of the Club, twelve members shall form a quorum.

 

8.  Each candidate for admission as an Ordinary Member must be proposed by one member and seconded by another and may be admitted to the Club at the discretion of the Committee.

 

9.  On the admission of a new member the Secretary shall notify him/her of his/her election, furnish him/her with copies of the Constitution and Byelaws (rules) and the Policies of the Club and shall inform him/her of the amount payable for annual subscription. On payment, he/she shall be entitled to participate in the affairs of the Club.

 

10.              The annual subscription shall be fixed at the A.G.M. and will be due by 1stSeptember.  Members whose subscription is in arrears at 31stDecember may have their names deleted from the roll of members.  It shall be the duty of each member to notify the Secretary in writing of any changes in the members address.  A member may resign by intimation in writing to the Secretary, but shall be liable for the Subscription, any levy that may be made on the members for the Club year current at the date of receipt of intimation of resignation and for any arrears of subscription or levy.

 

11.              The President, or in his/her absence, the Vice President shall preside at all meetings of the Club and Committee, and, if both are absent, the members present shall appoint one of themselves to act as Chairman.

 

12.              The foregoing Constitution shall not be altered or amended except at the A.G.M. or at a Special General Meeting of the Club, and notice of any proposed alteration or amendment must be lodged with the Secretary in writing at least fourteen days before the meeting.

 

Byelaws (Competition Rules):

 

The Competition Rules of the Club shall be the R.C.C.C. Competition Rules amended or supplemented by the following Byelaws: - 

 

1.  The Committee shall allocate players to each rink for all club competitions, Province and Inter-club matches unless a skip so wishes to select their team.

 

2.  A list of rinks shall be supplied to all members.

 

3.  All games shall be 8 ends subject to a minimum of 6 ends being played or by time except Pairs and Bonspiels.

  • Pairs will be 5 ends of 3 stones per player (7 ends and 4 stones per player for the final) or by time
  • Bonspiels will be determined by time

Bonspiels shall be determined by most ends won amongst all competing teams and, if tied, by shots up and finally total shots scored.  If a tie still remains the committee will decide at their discretion a method to determine the winner.

Club League games shall be adjudged on shots with 2 points for a win, 1 point for a draw, and nil for a loss.

Club games, except League games and Bonspiels, shall be determined by shots, then ends if tied.  If still tied a nominated player from each side will draw a stone and the closest to the centre shall be adjudged the winner.

Rules re draw shots – a) whoever won the last end throws the first draw shot, b) normal sweeping of own stone but not the opposition’s stone applies.

 

4.  Play in all sessions shall commence by the ringing of the bell.

 

5.  At the conclusion of an end, if the last stone of the end or any stone generated by it has come to rest before the bell rings, another end shall be played – subject to the provision of rule 3 - unless both skips agree no further ends be played.  

 

6.  a) Skips appointed by the Committee will be responsible for the selection and notification of their rinks for competitions in all the club leagues.

b) Skips should ensure that each of their Thirds is given an opportunity to skip at least one game in each league competition.

c) The Skip of the bottom team in league competitions may be required to relinquish his/her position as Club Skip during the following season.

d) Club Bonspiels. Rinks should be skipped as follows - Oswald Trophy by a male member and Stephenson Trophy by a female member, if possible both skipped by players who are not normally skips.

 

7.  a) A league rink or Knock-out team may take into play up to three substitutes of whom no more than one may be a skip . A substitute may play in any position up to the position of the curler he/she is replacing – except skip.

b) A Bonspiel game may take into play up to three substitutes. A substitute may play in any position.  

c) A Bonspiel game may take into play a substitute who is not a member of Borestone and Stirling Curling Club. 

 

8.  If a substitute is required for a knockout competition, the original player should be brought back for subsequent games. A player still involved in the competition may substitute for another team still in the competition.

 

9.  Having been notified of his/her selection, any member who finds it impossible to play should obtain a substitute otherwise he/she will be liable for the ice fee.  The member must inform his/her skip. 

 

10 a) In a rink comprising three players, the lead and second shall each play three stones. No penalty will be applied.

b) The player failing to turn up is responsible for paying his/her ice fee to the skip concerned.

c) To enable such defaulters to be identified, rinks should record all playing members on the main card and identify the person/s failing to turn up. It is the responsibility of the second to complete the card including the date, competition, numbers of the teams, names of all scheduled players and the score. It must be checked and signed by the skips.

d) Should no more than two players turn up for a rink the game is forfeit after 30 minutes, with the exception of a Bonspiel (see rule 10 e).  The opposing skip will receive two points, five ends and six shots. Provided that no less than 6 players are present those in attendance will play a ‘bounce’ game.  

e) In a Bonspiel in the event of players not appearing normal club rules will apply – see 10 a. In the event of two players not turning up in a team the six players present will form two rinks of three and play eight stones to the completion of the bonspiel. 

 

11. When no match can be played, the defaulting players shall be held responsible for the total cost of the ice unless there are extenuating circumstances notified by any individual to the secretary and accepted by the committee.    N.B. should byelaw 11 be invoked and the circumstances accepted by the committee the club will pay the cost of the ice for that individual.

 

12. All protests unable to be resolved by the skips must be lodged in writing with the Secretary within 48 hours of the conclusion of the game.

 

13. In the event of a disputed shot (the skips or thirds failing to agree) an umpire must be called. This would usually be the Ice Technician failing whom a skip from an adjacent rink. The decision of the umpire shall be final.

 

14. Skips will be responsible for putting the scorecard in the Club ‘Post box’. Any result not confirmed by the actual scorecard shall be regarded as void and no points awarded to either team.
