Terms of Reference & Reporting Lines
Kingston Consortium's Terms of Reference:
Aim:
Kingston Consortium exists to maintain and strengthen infrastructure in order to build capacity in its local third sector.
Objectives:
- Set the broad strategic direction for Kingston Consortium
- Develop, agree and review Kingston Consortium's strategic and business infrastructure development plans.
- Develop, agree and review Kingston Consortium's policies as required.
- Receive progress reports from infrastructure projects developed by Kingston Consortium.
- Promote and market Kingston Consortium's activities.
- To review and monitor progress on the strategic priorities and targets in the business plan.
- To improve and monitor the effectiveness of collaborative working in delivery and planning of infrastructure support services.
Membership of the Consortium:
The Consortium will include representatives from the following organisations:
- Kingston Voluntary Action
- Kingston Volunteer Centre
- Superhighways
- Account Working Group Representative
- Royal Borough of Kingston's Voluntary Sector Partnerships Officer
- Health Sector
The maximum size for membership is 12, minimum is 6.
The composition of the group will ensure diversity of skills and expertise.
Provide direct support to frontline organisations at the national, regional, sub-regional and local levels.
Have knowledge and expertise relating to particular underprovided for segments of the VCS, for example, socially excluded communities.
A maximum of 3 co-opted places will be available. Co-opted members will not have decision making powers.
Members will be encouraged to attend all meetings or send an appropriate deputy.

Frequency:
Kingston Consortium will meet 4-6 times per annum. Additional meetings may be held if neccessary.
Reporting Lines
The Consortium makes annual reports to CapacityBuilders including quarterly financial returns.
The KVA Chief Executive (Consortium Chair) reports progress to the KVA Trustee Board.
The Chair of the Consortium reports (as appropriate) to the Sub- Regional Consortium (Staying Connected) and to the Regional Consortium (LRC).
The Kingston Consortium sits as a sub group to the Local Strategic Partnership (LSP) and as such the KVA Chief Executive reports progress on an annual basis.
