 April 10th 2012 Chairman’s Report to the Annual Assembly 


The year started with a report from Mrs Susan Twemlow (North Lincolnshire Council) on budget cuts in the youth services and the effect they may have on the Epworth Youth Centre which was a cause for concern. The Council was grateful to receive the information. 

During the meeting annual Committee appointments were made and important financial arrangements resolved such as the purchase of a laptop computer and projector for the new paperless planning system. The Audit Commission Annual return was signed by the Chairman. 

In June the Chairman and Clerk met with members of the Epworth Bells editorial team following residents concerns about the closure of their office in Epworth; it was explained that the paper would continue and possibly even increase in size with an improved content. The paper has an Information Box situated in the Library/Link office and an opportunity to speak to a reporter weekly in one of the local business premises.

During the August meeting the council was met with concerns from residents about rumours of a super market development on the Epworth Garden Centre site; whilst being aware of possible proposals the Chairman explained that no information was in the public domain for comment at that time. 

The Turbary Road was again a point of discussion following the report from Mr Gore (Barrister) stating that in his opinion Epworth Town Council did own the land. Residents presented a proposal asking for work on re-surfacing the road to start as soon as possible. 

The Council was informed that the A161 Burnham Road crossing had been approved and was to be instated during the school summer break, having supported the idea for many years the Council noted that this was good news for Epworth. 

As in recent years, members of the Council manned a stall at the Epworth Show in August which was well received; the Chairman had been assisted by Cllrs Fish, Levesley and Tatton and they were thanked for their efforts. The annual Epworth in Bloom prizes were presented to local gardeners whose hanging baskets and gardens had been judged the best in each category. The Council received a presentation from Mr Paul Drury of Humberside Fire and Rescue Service as part of his community consultation exercise. Following a grant to Epworth Swimming Pool the Chairman and Cllrs Davies and R.Whittaker were given a tour of the new ground source water heating system they commented that is was good to see the result of a grant from the Council. 

In September the Council received Mr Chris Barwell of North Lincolnshire Council speaking about the Local Development Framework Housing and Development Land 

Framework Allocations Document noting that there were no major changes scheduled for Epworth. Public participation issues concerned the ever present parking problems and the possible Queen Elizabeth Jubilee Celebrations in 2012. The Council discussed and resolved to sign up to the Queen Elizabeth Fields in Trust though not all were in favour. Following a letter received from North Lincolnshire Council refusing the Council permission to resurface the road, the Turbary Road issue was again discussed. Further discussions were planned. 

Mr Huston of South Yorkshire Newspapers spoke to the council in November giving his assurance that the editorial team was committed to the continued production of the Epworth Bells despite the office closure. Discussing the new Community Emergency Plan it was revealed that Cllr Redfern was the allocated lead Snow Warden for Epworth and that in the event of emergency heavy snow conditions 2000.00 had been allocated to Epworth to pay for contractors to clear snow. Residents again raised parking issues and a petition was presented to the Council from residents objecting to the Kings Head Croft agreement with Fields in Trust. 

In December the Council agreed to reconvene the working Group on Parking to discuss issues raised by residents. Correspondence between Epworth Town Council and North Lincolnshire Council was ongoing about Turbary Road and the precept was discussed 

In the New Year January meeting Cllr Richard Hall was welcomed back to the Council following the resignation of Cllr Goodliffe. 

Epworth bridleways was an issue raised by residents in February which the Council resolved to support in principle; and the Council welcomed the new additional parking spaces initiative from North Lincolnshire Council with a concern only about parking on the Albion Hill Rectory Street corner. 

Following another question from a resident about CCTV; in March, Epworth was offered the services of a Mobile CCTV unit from North Lincolnshire Council. Epworth Town Council will be making further enquiries about installation and running costs of a CCTV system and heard from a local CCTV provider during the April meeting of the Council. 

The Jubilee (Advisory) Committee is now working hard to make the Celebrations on Sunday June 4th a success 

Throughout the year a total of residents have been received during public participation; whilst recognising that there will not always be agreement, the Council appreciates and encourages participation by residents during meetings and looks forward to a continuing dialogue during the next Council year.

 EPWORTH TOWN COUNCIL 

Local Government Act 1972 Section 137 Grant (as amended LG&HA 1989 sec 36) 

(a local authority may, subject to the provisions of this section, incur expenditure which in their opinion is in the interest of and will bring direct benefit to, their area or any part of it or all or some of the inhabitants) 

1. Organisations can apply for grants for groups and projects of benefit to the community. 

2. By written application to the Council 

3. Retrospective applications will not be considered 

4. Applications must have supporting documentation, evidence of financial need demonstrated by the submission of audited accounts in respect of the previous year. 

5. Applicants must be from legally constituted organization on a “not for profit” basis with committees including at least three responsible adults. 

6. The project must be completed and the money spent within the financial year in which the grant is given. 

7. Applicants must have a bank account requiring at least two unrelated people as signatories. 

8. Projects must be open to inspection by members of Epworth Town Council 

9. Organisations providing facilities for young people must have in place or have in preparation a child protection policy of national standard. 

10. The Council supports minimal impact on the environment, applicants may be asked to demonstrate how their project can reduce the impact on the environment. 

11. Applications will be assessed against the criteria in terms of community engagement. 

12. All applications with a local connection will be looked at favorably.

PUBLIC NOTICE

TREE WORKS AT KINGS HEAD CROFT

Epworth Town Council has approved tree works at the

Kings Head Croft (and in the closed Churchyard at St.

Andrew’s Church) on Health and Safety grounds. The

works will be carried out by a North Lincolnshire

Council Neighbourhood Services Team of specialists.

It is hoped that these works will be carried out with the

minimum of disruption to users of the car park and play
